Our position on development in general, which certainly applies in this circumstance, is that all development should meet community standards. If the community is unanimously against a development, we will back the community. Development should be something that enhances a community, not detracts from it.

Save Stonebridge – SCA Update (Oct. 2, 2018)

New Announcement: IMPORTANT NOTICE

As you may already know, on July 25th, Mattamy withdrew the application for its Phase 16 development on the Stonebridge Golf Course. While this is a good start, we know that Mattamy will be back. For now, they have agreed to enter facilitated talks with City staff, City councillors and a Stonebridge Community Association (SCA) working group regarding their ongoing desire to build on the Stonebridge Golf Course.

Over the last four years I have had the pleasure of working closely with The Stonebridge Community Association on a number of local files including traffic calming, new parks, development, infrastructure and more. This relationship has always been positive and collaborative in nature. I have always worked hard to represent the best interests of our community and will continue to do so.

My position on the Mattamy application has been clear and consistent from day one. From the onset, I have indicated to SCA that I will support the community’s position in opposition if and when the application were ever to come before Council for a vote.

1. Will you support the Stonebridge community in its efforts to stop any development on the Stonebridge Golf Course? Why or why not?

I will support the Stonebridge Community in their fight against the developer to build homes, main reason because it is close to my heart since I am the only local candidate known to the area for many years and has been living around the area for 8 years and familiar with the neighborhoods and share the concerns with lot of my friends and families who live here, I’m also worried of growing developer influence in the City Council and I am the only candidate who has raised concerns from day one and has made it my campaign top priority to exempt developer influence.

I am also aware residents has paid premium prices to buy the homes and I share their concerns and I have assured the residents in Golf Links during my interaction at the Stonebridge Association meetings and during my door to door campaign that I will do everything in my power to stop the developer from building homes if I am elected next Councillor.

2. If you choose to support residents of the Stonebridge community, how will you support us? What specifically can and will you do?

Since I live around the area and have lot of friends and families, I share their concern. I will use my power to block any motion.
I will use all my influence to stop the developer application going forward. I will work with the Stonebridge Community and stand with them in the battle to stop the closure of holes in the Golf Course to build new homes on them.

I share the concerns that the community has brought forward with regard to Mattamy’s Phase 16 development proposal. I have echoed those concerns to Mattamy since I first learned of this proposal. I was pleased that they agreed to withdraw the current proposal and work with the community. I agree that there will likely be a resubmission. While Council is well within their right to vote against any proposal from Mattamy, I want to make it clear that a Council refusal does not mean that the development proposal would die. As a result, I want to make sure that any proposal, whether successful at Council or not, addresses as many of the community’s concerns as possible.

If a future application is to come to Council for a vote, that application should address the design concerns and be consistent with what residents have come to expect from Stonebridge. That application should ensure that the integrity of the golf course remains intact and that the par does not fall below 70. Stonebridge residents bought into a Championship golf course, not an executive course, and that should be respected. If this development proposal was to be approved through the appeal process, it cannot be what was previously presented. At this point, Council’s position on the application is less important than what the application itself will look like.

Opposition is the easy part. What happens next is what’s important and we need to be focused on a development plan that is better than what we see today, whether that gets approved or not.

It is clear that the residents of Stonebridge Community do not support the destruction of the Stonebridge Golf Course. The Stonebridge community identity was built around the Stonebridge Golf Course and I pledge to support the residents of this community. I will not support any application that proposes to build homes on the existing Golf Course.

Thank you for your e-mail. By copy on my response, I would like to connect you with Lee Ann Snedden, the City of Ottawa’s Director of Planning Services. Lee Ann will be able to outline the City’s position in regards to any future development of the Stonebridge Golf Course. All the best.

Thank you for your email below. It would not be appropriate to speculate on a position at this time, as there is not an active application before the City.

An extensive review of any future application would be required including public consultation before any recommendations would be made.

When the current tenants purchased homes around the Stonebridge Golf Club property, there would have been a general reasonable 100% assumption that the natural greenspace around it would perpetually remain intact…regardless of whether that stipulation was written into their home buying contracts or not. In my view, Mattamy Homes has no legal right, under any conditions, to redevelop the area whatsoever!
If the golf course is perhaps not at all reasonably fiscally sustainable as is, they will at least need to persuasively prove it, and negotiate a fair win-win solution with Stonebridge Community Residents.

Stonebridge Community Association Questionnaire

1) Will you support the Stonebridge community in its efforts to stop any development on the Stonebridge Golf Course? Why or why not?

Yes, I will support the community in its efforts to maintain the Stonebridge Golf Course. I’ve been a part of the growth of the Stonebridge community since its beginning. I’m proud of what Stonebridge has become – a community full of life built around a great community asset. I believe changing the Stonebridge Golf Course to squeeze in more housing is wrong because it changes the character of the community. As per my letter below, I have and always will stand behind the decisions and direction of the community.

Dear Stonebridge Resident,

Vibrant communities start with just one house and one family.

I have been extremely lucky to have been able to be part of the development of the Stonebridge community since the beginning.

I am proud of what Stonebridge has become – a community full of life built around a great community asset.

I have always believed the best way to grow a community is by working together. I have made sure that when working with neighbours and community associations we had no secrets and no agendas – only the best interests of the community at heart. I have made sure that we are never told how it’s going to be, and I made sure that we were always free to come together and chart our future.

Sometimes protecting our future requires a line in the sand. In the case of the recent application by Mattamy homes to redevelop portions of the Stonebridge Golf Course, I believe we need to draw a line in the sand and you need to know exactly where I stand.

Let me be clear – I stand with you.

Changing the Stonebridge Golf Course to squeeze in more housing is wrong and I w ill not support it.

Mattamy has bowed to the political pressure I placed on them and has withdrawn their application, but they will be back.

As we move forward I commit to you, that as your Councillor, I will use all my political skills and resources to oppose and defeat any application Mattamy brings to redevelop the Stonebridge Golf Course. To do this I need your help. I need you to stand with me. Together we have the skills and the power to protect our community.

With the strength of the Stonebridge community and my 20 years of political experience, I know we will be successful. This may be a long and tiring process, but I am committed to standing with you and I will never give up the fight.

If you have any further questions on where I stand, please don’t hesitate to contact me at jan@janharder.ca.

2) If you choose to support residents of the Stonebridge community, how will you support us? What specifically can and will you do?

When I heard about this application, I immediately informed the Stonebridge Community Association through its leadership, Jay McLean and Aline Gossein, and ensured all parties were involved in all of the discussions with the City and developer. It was clear residents opposed this application and I asked Mattamy to withdraw the application.

I have always worked with the Stonebridge Community Association to ensure the interests of the community are met. I’ve read a lot of what people think about my view and comments regarding this application. To clarify, I brought the Stonebridge Community Association and City together to come to an agreement and I can confirm an independent third party facilitator has been hired and will take the lead. Moving forward, I will continue to support the views of the Association and its residents.

Of the candidates in this election, as Chair of Planning and as your long-time councillor, I am the only one who has the experience and qualifications to lead Stonebridge residents. Ask the next person who tells you they will vote against any future applications one question and that is “What then?”. I will be the one with the answers.
