SCA Board of Directors Meeting
January 27th, 2011

1. Guest Speakers

A. Tom Carmody – City of Ottawa

Tom addressed the SCA executive regarding the concerns in the community about speeding, in particular along Golflinks Drive, especially near the park.  There is some community interest in having a four-way stop installed at the intersection of Golflinks and Pondhollow.  Tom spoke about the speeding issue and various things communities can do about this problem.
• Usually the speeders are residents
• The worst speeders make up only 1 to 3% of all drivers on the road.  Usually the issue is more in the perception from a pedestrian’s viewpoint.
• Installing stop signs can create more problems, and may not solve the speeding issue.
• Issues include – noise and exhaust pollution, people ignoring the signs or rolling stops, accelerating even more to make up for the few seconds lost by having to stop, where to place the “Stop Ahead” signs (on people’s lawns), also once the signs are in place they cannot be removed if the community changes its mind.
• Speed bumps are usually not well received by residents and currently the city has a 25 year backlog
• The “Slow Down” campaign (blue signs) is now done, and the signs are due to be removed.  The longer they remain in place, the less effective they are.
• Speed boards can be useful for data collection, and can help to pinpoint the peak speeding times to assist in ticketing offenders, hopefully resulting in changing people’s behavior.
• We can request the speed boards through Tom

Action Item: If the SCA wants to request a 4-way stop at Golflinks and Pondhollow, we will need a petition signed by 66% of the affected residents in the immediate area.  Once the City has this, they can go ahead with the stop signs.

B.  Adam Mills

Winter Carnival Suggestion

Adam put forward a suggestion for an activity for the winter carnival – coffee can curling.  He has participated in other community events where this was successful, and described how the game could be set up.  He is available to help Lisa with the setup and running the game.  Safety issues with respect to kids on the ice and use of helmets will need to be looked into.

Action Item: LH to make arrangements to get some empty cans, and KT to look into insurance & liability issues with respect to helmets.  LH to contact Adam to help with the event on Winter Carnival Day.

Kilbirnie Park Rink Advertising

Adam has had a sign made and placed on the rink boards to advertise his real estate business.  This was approved by the City without contacting or consulting the SCA, as the rink operator, which puts us in a very awkward position, as we do not want any advertising of this nature in our community.  Adam (also a volunteer for rink maintenance) argued for his case to keep the sign up, and we explained our position, which had already been explained to him by email.  His points were:
• The advertising supports local businesses in the community
• Could be another source of revenue for the SCA

We again explained our reasons and stated that our position remains the same.  He will decide whether to pursue this matter with the city, or simply have the sign moved to another rink elsewhere.
 

2.  Portfolio Updates

A. Parks and Recreation

1) Gazebo Funding:  The stimulus funds for the Kilbirnie Park gazebo project have been approved.  The project ($80k) is to be completed by October 2011.  The gazebo that we had previously chosen and priced out is approved, and will be installed as per the estimate.  The pad is to be concrete rather than interlock.
 
2) Gazebo Funds raised to date:  The funds previously raised by the SCA towards the gazebo project will be put towards some furnishings for the gazebo area.  We have approximately $6k, which will be used for picnic tables or some other type of seating for underneath the gazebo.  Karin will look into options and pricing.

3) Field Drainage and Plantings: The stimulus funds will not cover the field drainage work that needs to be done, nor will it include any plantings needed in the park.  We will apply for grant money for the trees in the spring (Karin and Myles).  The drainage will be fixed through the City of Ottawa.  Karin may be required to make a presentation to city council during the budget proceedings in order to secure funding for the drainage project.

4) Splash Pad:  All issues have now been fixed.

5) Soccer Program:  The kid’s summer soccer program is very successful and will go forward again this year.  Volunteers are needed for a coach coordinator, and for additional coaches.

6) K.P. Rink:  Most of the $2,600 grant money has been received already ($650 still remaining).  So far just under $200 has been spent for supplies.  Karin would like to show our appreciation to all the volunteers at the end of the season this year.  A gift card from one of the local restaurants was suggested (i.e. $25 for Boston Pizza) as a suitable gift for each of the volunteers.  All were in agreement that this would be acceptable.

7) Levesque Park:  Karin would like to request the funds for a bunker at Levesque Park, to be used to store soccer supplies (such as balls, equipment, and tables).  Karin proposed requesting a minor grant to pay for half the cost, which she estimates at around $7-8k.  Other options were discussed, including renting a storage box for the remainder of the year to store these items.

8) South Barrhaven Rec Centre Complex:  Karin is on the advisory committee for the SBRC program design, and is looking for input from the SCA executive.  She will email the spreadsheet for everyone to review and provide comments.

9)  Parking on Shadehill Cr.:  Discussed with Tom Carmody the procedure for having one side of the street designated as “No Parking”.  We need to submit a petition signed by the affected residents.   Once we have 66% of the residents on the petition the City will be able to move forward.

 B. Events and Activities

1) Winter Carnival: is planned for Feb 26th at Kilbirnie Park from noon-3pm.  The wagon ride will be $450 for 2 hours. 

2) Easter Egg Hunt:  Will be April 17th at the Clubhouse.  The fee will be $5/child.  Based on feedback from last year’s event, we will order a costume online and ask a volunteer to dress up as the Easter Bunny, rather than hiring someone.

3) Ladies’ Night:  Will be April 7th at the Clubhouse.  This event will be revenue neutral for the SCA.

4) Garage Sale – June 4th.  Volunteers are needed to collect the $10 fee.

5) Movie Nights – planned for June 25th, July 9th, Aug 13th, Sept 10th  (possibly a movie geared towards teenagers).  Sponsors this year will once again be MyCar and Greco.  These are very popular and well received in the community.

6) Fun Day – July 23, 10am – 1pm.  Cost will be approx. $3,000, unless other sponsorships can be raised.

7) Movie Madness – Oct 30th at Barrhaven Cineplex.

8) Adult Xmas Party – tentative Nov 19th (Sat) 7-9pm.  Approx cost $1,000.

9) Kid’s Xmas Party – tentative Dec 10th.
 
10) Golf Day (nine and dine) – Lisa is trying to work with Stonebridge Golf & Country Club to arrange a date in early spring or late fall.
